Beijing Xinhua News: Food and health food fraud and false propaganda are persistent illnesses that are deeply disgusted by the people. Bi Jingquan, Director of the Office of Food Safety Committee of the State Council, recently pointed out that the regulation of food and health food fraud and false propaganda should implement the "four most stringent" requirements and effectively guarantee the "safety on the tip of the tongue" of the people.

Bi Jingquan said at a recent teleconference on fraud and false propaganda of food and health food in China that false organic certification should not be allowed to disrupt China's organic agriculture. Organic food must be produced in a good ecological environment, and pesticides and veterinary drugs must not be detected. Green food must use limited chemical fertilizers, pesticides, veterinary drugs or do not use chemical substances in accordance with the requirements of production regulations.

Bi jingquan emphasized that pesticide and veterinary drug residues allowed in non-polluted food should not exceed the standard, and heavy metals should not exceed the standard. All industrialized food label instructions must be clear and accurate, faithfully labeled, and no false labeling shall be allowed. There should be scientific basis for the claim of the function of health food. All food and health food advertisements, brochures, audio, video, and conference lectures should not deviate from the contents of labels and instructions. Disease prevention and treatment functions should be strictly prohibited.

At the beginning of July of this year, nine departments, such as Food and Security Office of the State Council, jointly issued a circular, which was deployed to carry out a one-year campaign against food and health food fraud and false propaganda throughout the country. Bi Jingquan pointed out that in the special rectification, if there is evidence to prove that counterfeit drugs are produced and sold in the form of non-drug counterfeit drugs, the suspected crimes should be handed over to the public security organs in time for handling according to law; if the crimes have not yet been constituted, they should be investigated and dealt with in accordance to relevant laws and regulations such as Food Safety Law and the Drug Administration Law.

Bi Jingquan emphasized that local people's governments at all levels and relevant departments are responsible for keeping the soil and accountability on food safety issues. In the case of illegal and criminal cases, especially those with serious social impact, we should not only investigate and deal with cases and punish criminals severely, but also investigate the causes of the cases, including the administrative responsibility of the competent authorities, the supervisory responsibility of the supervisory departments and the implementation of the leadership responsibility of local governments and higher authorities. We should plug loopholes, improve management and supervision measures, and effectively guard against systemic risks.
